JLBC COURSE MANAGEMENT DETAILS RESPONSIBLE AGENCIES AND TRAINING ESTABLISHMENTS
The following identifies the required minimum prerequisites for each Proficiency Level:
JLBC Level 1. Candidates must be appropriately enrolled members of the JLBC Cadets as defined by the Orders for the JLBC Command Cadet Organizations.
JLBC Level 2. Cadets must be qualified for Level 1. Level 3. JLBC Cadets must be suitable for Level 2. Level 4. JLBC Cadets must be eligible for Level 3. Level 5 OJT. JLBC Cadets must be qualified for Level 4.
The JLBC agencies that are involved in this training program are the following: JLBC Controlling Agency.
JLBC Training Agency
JLBC Selecting Agency − Cadet Squadron Commanding Officer (CO);
JLBC Loading Agency − Cadet Squadron CO; and
JLBC Supporting Agency − Regional Headquarters/Bases, etc.
JLBC Executive Protection - Law Enforcement and security services
JLBC Fire Fighting and Rescue Battalion
JLBC Special Forces Training Battalion

JLBC Employment Manpower Division- Legacy Agency

The only units authorized to conduct the Proficiency Level Program are recognized JLBC Cadet Squadrons. Training establishments are solely responsible for the implementation of the program. However, JLBC Command is responsible for the design, promulgation, and validation of the mandatory portions of the Proficiency Level Program.

3. Training will be scheduled by the squadron training officer following the five CTPs published by JLBC Command. As local conditions, resources and personnel will differ from one unit to the other, training officers must develop their timetable, ensuring that all mandatory and mandatory support training is covered. The order of presentation of the EOs may be changed to suit the JLBC program.
4. All Proficiency Level training must coincide with the JLBC cadet squadron training year. Level 5 − OJT is a course of shorter duration when compared to the other Proficiency Level courses. It contains only 38 mandatory periods of instruction to allow the JLBC course cadets to perform OJT so the JLBC squadron training officer can utilize them in support of the squadron staff.

6. The Proficiency Level Program training is set at 398 periods of instruction and 32 days of mandatory support training (4 years by eight days). This program will typically take five years to complete. The training includes all instruction, practice, and testing.
