JLBC Cadet Corps is committed to ensuring the safety and continued success of its participants, staff, and programs. It upholds this through regular recertification and rigorous risk management processes. This critical practice has been instrumental in securing the partnership with FWS Youth Corps, an influential stakeholder in youth development.


At the heart of the JLBC Cadet Corps recertification process is its strategic alignment with the FWS Youth Corps' core objectives and meticulous attention to risk management. The annual submission of comprehensive documentation is vital to this strategy. As the fiscal year commences each October, JLBC Cadet Corps complies with the requirement by submitting the following essential documentation.


First, an Annual Program Narrative is submitted, outlining the Corps' programs in detail. This document shares updated contact information for key personnel and highlights the alignment of the Corps' programs with the FWS Youth Corps' mission. It ensures stakeholders understand the Corps' objectives and plans, establishing clarity and fostering positive relationships.


The second document is the Annual Participant Report, submitted to the US Fish and Wildlife Service HQ National Wildlife Refuge System. This document, submitted each year from 2018 through 2023, provides valuable data for the current fiscal year from October 1 to September 30. The due date for this report is always December 31.


This Annual Participant Report contains several crucial components. It covers the total number of project sites, the hours dedicated, and the number of interns and other participants involved. This enables the evaluation of program scale, reach, and effectiveness. The report also provides an aggregated breakdown of the diversity of students placed, encompassing demographics and age. The data are carefully managed to ensure participant confidentiality, only collecting voluntary information, and reported in aggregate form.


The third set of documents required for FY23 recertification is the Required Statements. These statements are meant to clearly state the organization's plans, goals, and strategies for the next fiscal year, providing a blueprint of the future direction of the JLBC Cadet Corps. The content is typically closely aligned with the requirements of the FWS Youth Corps. It reflects the organization's dedication to its programs' continued success and commitment to transparency and risk management.
