The inspiration for SECTIN grew from a simple but urgent question:


“How can we use military discipline, intelligence coordination, and leadership systems to strengthen our local communities before disaster strikes?”


Veterans already possess the experience, structure, and mindset to organize and respond under pressure. The SECTIN framework channels those same strengths into civilian life — transforming veterans into leaders of local readiness networks.


Through training, intelligence-sharing, and tactical coordination, SECTIN serves as both a leadership development system and a national safety net, ensuring no community stands unprepared.



The Core Mission


The SECTIN mission can be summarized in three words: Train. Lead. Respond.

1. Train the Ready – Veterans, cadets, and civilians receive specialized instruction in emergency preparedness, command systems (ICS/NIMS), CERT operations, and leadership under pressure.

2. Lead the Response – Local SECTIN cells coordinate community action during crises — from natural disasters to public safety events — using a unified chain of command and standardized communication protocols.

3. Command the Future – Intelligence, after-action reports, and field lessons are collected, analyzed, and integrated into ongoing training to strengthen future operations.


This closed-loop process ensures SECTIN constantly evolves — smarter, faster, and more adaptable with every deployment.



The Command Structure


SECTIN mirrors the precision of military organization while remaining flexible for civilian operations.

Central Command – Oversees national strategy, partnerships, and communications with federal and state agencies.

Regional Command – Manages state-level operations, veteran staffing, and cadet readiness programs.

Operational Cells – Local teams made up of veterans, JLBC cadets, and trained volunteers who handle on-the-ground missions, drills, and disaster responses.

Intelligence Division – Collects data from field activities, coordinates situational awareness, and integrates technology for smarter response systems.


Every participant — from a cadet to a regional commander — understands their role in the chain of responsibility. This structure creates consistency, accountability, and unity of effort across all levels.



Integrating Veterans and Youth


SECTIN thrives on intergenerational teamwork. Veterans bring expertise, discipline, and leadership. Youth cadets bring energy, adaptability, and a willingness to learn.
