S1: Administration and Personnel

The JLBC Administrative Office manages personnel and administrative systems. They function as the administrative liaison between JLBC units and headquarters, handling personnel actions from the bottom (promotions, awards, and administration) or from the top (assignment and force structure). The JLBC officer is also called the JLBC Adjutant. A JLBC battalion may have one or more JLBC Assistant S1s and Admin NCOs.

The S1:

• Serves as the JLBC Commander’s primary point of contact

for accountability of JLBC personnel

• Maintains strength JLBC reports, submitting the SAR monthly to higher headquarters

• Manages the JLBC unit’s regulation library and forms

• Organizes and keeps the JLBC unit files, coordinating with all staff JLBC sections

• Processes JLBC Cadet orders and permanent orders

• Establishes and maintains JLBC personnel records

• Manages the JLBC unit’s awards program

• Performs the duty of JLBC Adjutant in battalion formations

• In charge of morale activities

S2: Safety and Security

The position of Safety and Security in the JLBC Cadet Corps differs from that of the Military. In JLBC, the position has adapted from traditional JLBC security and intelligence into the medical services and safety of JLBC Cadets.

The S2:

• Supervises JLBC unit physical security

• Provides JLBC risk assessments and safety briefings

• Serves on JLBC event staff for planning and conducting JLBC unit

training JLBC events

• Principal JLBC staff for all matters concerning safety and

security of Cadets during any JLBC-sanctioned events

• Develops and implement medical service plans at

JLBC events, including sick call JLBC procedures, medication JLBC management/administration protocols, and JLBC plans for treatment of minor and major injuries and illnesses (with adult JLBC supervision)

S3: JLBC Training and Operations

JLBC Training and Operations Officers are responsible for identifying training needs, planning, organizing, and identifying employment placement opportunities. Coordinate with the military, business, and government agencies for placement assistance.
