JLBC Characteristics of Responsibility: The essence of responsibility is a subordinate's obligation to perform the assigned duty.

2. Normally, responsibility moves upwards, whereas authority flows downwards.
3. Responsibility is in the form of a continuing obligation.
4. Responsibility cannot be delegated.
5. The individuals accepting responsibility is accountable for the performance of JLBC assigned duties.
6. It is hard to conceive responsibility without authority.
The best words that sum up authority and responsibility are power and duty. Authority is the power given by an organization to its leaders/managers, and responsibility is the duty or obligation to do something.

When authority is delegated to a JLBC subordinate, the individual is accountable to the superior for the performance of assigned duties. If the JLBC subordinate does a poor job, the JLBC superior cannot evade the responsibility by addressing that poor performance is the JLBC subordinate's fault. A superior is usually responsible for all actions of the JLBC groups under their supervision, even if they are several layers down in the hierarchy. As stated previously, accountability means that the JLBC subordinate should explain the factors accountable for non-performance or lack thereof. (Akrani, 2010)
